Pillars of Operation
MEII works through three mutually reinforcing pillars to support private-sector led economic development: loan guarantee facilities, Tamweeli financing platform and technical assistance, and via modified private equity vehicles for “Missing Middle” businesses.
- Loan Guarantee Facilities: MEII operates a suite of Loan Guarantee Facilities (LGFs) designed to expand access to finance for businesses that are underserved by traditional lenders. These facilities reduce credit risk for financial institutions, enabling them to lend to smaller enterprises, early‑stage companies, and borrowers without sufficient collateral. By absorbing a portion of potential losses and providing clear operational guidelines, the LGF platform empowers lenders to deploy capital more confidently and at greater scale.
- Technical Assistance & Financing Platform: MEII has designed and runs the proprietary, secure Tamweeli financing platform to allow businesses and individuals to apply for financing from a range of institutions. With the well-earned understanding that financing needs must be supported by know-how, MEII also offers targeted technical assistance (TA), structured diagnostic, and advisory services to MSMEs. By pairing financing with capacity-building, MEII helps to ensure that capital is not only accessible but also effective.
- “Missing Middle” Financing Solutions: Recognizing the chronic undercapitalization of “missing middle” SMEs—firms too large for microfinance yet too small or too informal for conventional equity—MEII has developed a modified private equity approach. Instead of pursuing traditional control-based equity stakes, MEII employs flexible, partnership-oriented structures such as quasi‑equity instruments, revenue‑sharing arrangements, and minority investments designed to protect founders’ autonomy.
